Read this ranking carefully

A state near the top has both a lot of water access and a natural-resources department that publishes a complete, well-maintained inventory. A state lower down may have either less water or a thinner published record. Texas is the clearest example: the state wildlife department publishes no ramp inventory we could use, so its coverage here comes from a federal layer instead and is certainly incomplete.
